Requires the Los Angeles County Metropolitan Transportation Authority (LACMTA) to take additional steps to increase enrollment in the low-income assistance program for HOT lanes on State Highway Routes 10 and 110, including advertising and coordination with community groups and social service agencies

Directs LACMTA to consider offering greater incentives to encourage participation in the low-income assistance program for eligible commuters who meet specified Welfare and Institutions Code assistance program requirements

Mandates LACMTA and the Department of Transportation report to the Legislature by December 31, 2018, on efforts to improve the HOT lane program, including participation rates in the low-income assistance program and overall congestion reduction performance

Permits toll-paying commuters to purchase toll equipment, prepay tolls, and make payments by cash or credit card

Allows LACMTA to issue bonds to finance implementation of the value-pricing and transit development program on the specified state highway routes
