Ratifies the tribal-state gaming compact between California and the Pala Band of Mission Indians, executed on May 6, 2016, pursuant to the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the gaming compact, amendments to it, and related intergovernmental agreements between the tribe and state/local governments.

Exempts from CEQA review on-reservation compliance impacts with the gaming compact terms and the sale of compact assets or creation of special purpose trusts.

Clarifies that exemptions apply only to the specified tribal gaming actions and do not exempt cities, counties, or the Department of Transportation from other CEQA requirements.

Takes effect immediately as an urgency statute to support economic development and self-sufficiency of the Pala Band of Mission Indians.
