Authorizes the Superintendent of Public Instruction to consult with the Board of State and Community Corrections, State Department of Social Services, and State Department of Public Health on school violence prevention and intervention programs.

Requires the State Department of Education to apply to the Department of Motor Vehicles to create a specialized license plate program for school safety.

Establishes the School Violence Prevention Fund in the State Treasury and requires the Department of Motor Vehicles to deposit specialized license plate fees (after deducting administrative costs) into the fund.

Makes fund moneys available to the State Department of Education upon legislative appropriation for school violence prevention programs and purposes, with distributions available to both charter and noncharter public schools.
