Establishes the Virtual Dental Home (VDH) Grant Program under the State Department of Public Health, directed by the state dental director, to expand community-based dental care in geographic areas of highest need.

Allocates grants to organizations to develop training modules, establish community-based learning collaboratives, and fund technology and equipment essential to VDH delivery models.

Requires grant-receiving organizations to submit evaluations on program effectiveness to the department, which may post the evaluations on its website.

Appropriates $4,000,000 from the General Fund to the State Department of Public Health for the VDH Grant Program.

Requires a two-thirds vote for passage and is classified as a bill making an appropriation.
