Requires the State Air Resources Board and State Energy Resources Conservation and Development Commission to develop and implement the Energy Efficiency and Greenhouse Gas Reductions Ports Program to fund energy efficiency upgrades at public ports.

Eligible projects include solar and wind installations, LED lighting replacements, cold ironing equipment, zero and near-zero emission vehicles and infrastructure, and other technologies that reduce grid-based energy demand at seaports.

Requires ports to develop and adopt an energy plan in consultation with their electric utility and obtain approval from the State Energy Resources Conservation and Development Commission before receiving funding.

Projects must demonstrate greenhouse gas emission reductions, with priority given to projects providing significant emission reductions and environmental or public health co-benefits such as improved air and water quality.

Authorizes the State Air Resources Board to expend moneys from the Greenhouse Gas Reduction Fund for program purposes.
