Requires the Department of Conservation to provide a preliminary valuation to the county assessor and local governing body at least 60 days before the effective date of final cancellation valuation when a Williamson Act contract includes an additional cancellation fee.

Requires the preliminary valuation to include a description of the rationale and facts considered by the Department of Conservation in determining the cancellation value.

Allows the county assessor and local governing body (board of supervisors or city council) to submit comments on the preliminary valuation to the Department of Conservation prior to final determination.

Requires the Department of Conservation to consider comments from the local governing body concerning both the preliminary valuation and final cancellation valuation before making a final determination.
