Requires children to complete one year of kindergarten before admission to first grade, effective with the 2017-18 school year.

Specifies that private school instruction at the elementary level includes kindergarten in reporting requirements to the Superintendent of Public Instruction.

Amends first grade admission requirements to include completion of one year of kindergarten as a prerequisite, with sixth birthday cutoff dates ranging from December 2 (2011-12) to September 1 (2014-15 and thereafter).

Allows school district governing boards to admit children of proper age after the first school month for good cause.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code provisions.
