Prohibits cities, counties, and city-counties from penalizing individuals for sleeping or resting in a lawfully parked motor vehicle through civil penalties, criminal penalties, or vehicle impoundment.

Explicitly allows law enforcement to arrest, cite, or penalize occupants for criminal activity or Vehicle Code violations unrelated to sleeping or resting in a parked vehicle.

Does not exempt vehicle occupants from compliance with state and local laws regarding litter, sanitation, alcohol or drug consumption, weapons possession, animal control, or noise control.

Does not exempt vehicle owners from local ordinances restricting use of public streets for vehicle storage.

Applies to charter cities, charter counties, and charter cities and counties, declaring homeless individuals' health and safety a matter of statewide concern.
