Increases fees for cattle brand recording and renewal: application fee to $70, biennial renewal fee to $70, reinstatement fee to $70 plus $25 penalty, brand transfer fee to $70, and rerecording fee to $140 (or $70 if penalty previously paid)

Increases inspection fees for cattle: from $1.25 to $1.25 per animal at most inspection points, $0.64 per animal at registered feedlots, and $1.70 per carcass or hide (with corresponding increases for out-of-state and saleyard inspections)

Exempts cattle from inspection when sold or ownership transferred if controlling interest remains unchanged, cattle stay within state/modified inspection area, and cattle have registered brand or dairy exemption number

Requires self-certification under penalty of perjury by all owners within 30 days of ownership transfer on a department-prescribed form, with department authorized to charge up to $50 to cover processing costs

Authorizes penalties for violations under existing Section 21051.3 and exempts the state from reimbursing local agencies for costs related to the new crime provisions
