Requires the Superintendent of Public Instruction to recommend a schedule to the State Board of Education by January 1, 2017 for regular updates of academic content standards in all subjects where standards have been adopted.

Establishes a process for the State Board to determine whether standards require updates based on time since adoption, new research, and potential impact on existing curriculum and assessments.

Creates 21-member academic content standards advisory committees (10 appointed by Governor, 4 by Senate Rules Committee, 4 by Speaker of Assembly, 3 by Superintendent) when updates are warranted, with at least half being credentialed public school teachers.

Requires advisory committees to conduct 2-6 public in-person meetings with public comment opportunities and post proposed updates on the department website for 60 days before the State Board votes to adopt or reject them within 120 days.

Aligns the standards update schedule to the existing eight-year cycle of curriculum framework updates and instructional materials adoptions.
