Requires the California Building Standards Commission, in collaboration with the State Architect and State Fire Marshal, to consider and update standards for vehicle barriers designed to protect buildings and pedestrians from motor vehicle collisions.

Vehicle barriers are defined as horizontal or vertical protective devices placed to prevent collisions into buildings by motor vehicles.

Authorizes insurers to provide or offer discounts on commercial property insurance for property owners who install commission-approved vehicle barriers in parking lots.

Requires any insurance discounts to be determined actuarially sound and approved by the insurance commissioner before use.

Standards considered shall include existing standards adopted by recognized standard-setting organizations such as the American Society for Testing and Materials (ASTM).
