Requires community college districts to submit a detailed plan to the Chancellor's Office specifying the number of students to be served, strategies to be employed, and projected results when applying for grant funding under the basic skills innovation program.

Establishes that the Chancellor's Office must determine funding levels based on the scope, complexity, and proposed outcomes of each district's plan rather than using fixed funding amounts.

Authorizes the Chancellor's Office to consult with stakeholders and contract with technical assistance providers to help community colleges develop and implement evidence-based practices for accelerating student completion of basic skills courses.

Requires the Legislative Analyst's Office to aggregate and report program progress to the Legislature, with an interim report due by December 1, 2019, and a final report due by December 1, 2021.

Removes the prior requirement to set aside $3,000,000 specifically for technical assistance and eliminates the fixed two-tier funding structure ($500,000 and $750,000 awards).
