Authorizes retail and nonretail alcoholic beverage licensees to sponsor or participate in nonprofit organization events, with restrictions on direct payments between licensees and requirements to maintain detailed records for at least three years.

Creates a new brewery event permit for licensed beer manufacturers allowing beer sales on property contiguous and adjacent to their licensed premises, with an annual fee of $110 (2016) and up to 4 authorized events per calendar year at $25 per event authorization.

Expands the definition of "publication" under tied-house restrictions to include Internet websites and social media feeds, allowing retail licensees to purchase advertising from nonretail licensees through these platforms.

Prohibits retail licensees from purchasing and reselling beer marked "Not Packaged for Resale" or purchased at prices different from the beer manufacturer's filed price schedule.

Clarifies that hearings on minor-related violations can be continued for reasons beyond physical or mental illness, and allows testimony via alternative means under Government Code Section 11511.
