Expands authorization to remove animals from vehicles in danger to include firefighters and other emergency responders, in addition to peace officers, humane officers, and animal control officers.

Provides criminal liability exemption for private citizens who reasonably and in good faith remove animals from vehicles if they contact law enforcement or emergency services first, remain with the animal, use only necessary force, and immediately turn the animal over to an emergency responder.

Establishes civil liability immunity for property damage or trespass to motor vehicles occurring during animal rescue efforts under these provisions.

Requires the owner of a removed animal to pay all accrued charges for the animal's maintenance, care, medical treatment, or impoundment before claiming the animal.

Maintains existing criminal penalties for leaving or confining animals in vehicles under dangerous conditions, with enhanced penalties for injuries to animals or repeat violations.
