Eliminates the requirement for a final determination of a claim in an insolvent insurer's liquidation proceeding before submitting a covered claim to the California Insurance Guarantee Association (CIGA)

Removes the requirement that a liquidator must first determine and approve a claim before CIGA pays and discharges a covered claim

Allows claimants to challenge a written denial of a non-workers' compensation claim through legal action within one year, including declaratory relief actions

Requires claims to be reasserted within six months after all other available insurance has been exhausted if the original denial was based on failure to exhaust other insurance coverage
