Requires the Public Utilities Commission to investigate whether existing statutes and regulations for for-hire passenger transportation services (including taxis, transportation network companies, and charter-party carriers) serve the public interest, encourage innovation, and create fair competition, with a report due to the Legislature by January 1, 2017.

Excludes motor vehicles operated by transportation network companies from the definition of "commercial vehicle" under Vehicle Code Section 260 until January 1, 2018, if the vehicle is a passenger vehicle with seven or fewer passengers, operated exclusively by the registered owner, and not used for paratransit, public transit, or school bus services.

Clarifies that the exclusion for transportation network company vehicles does not change insurance requirements established in Public Utilities Code Sections 5433 and 5434.

Restores the original definition of "commercial vehicle" effective January 1, 2018, unless legislation enacted before that date extends or modifies the sunset date.
