Authorizes Alameda County to develop and implement an individualized county child care subsidy plan as a pilot project until January 1, 2021, to address local child care needs and working family priorities.

Requires the county plan to include assessments of local child care needs, development of local policies to eliminate state regulatory barriers, and establishment of measurable outcomes for success.

Allows the county plan to supersede state law regarding eligibility criteria, fees, reimbursement rates, and methods for maximizing efficient use of subsidy funds.

Requires approval of the plan by the local planning council and Alameda County Board of Supervisors, followed by review and approval by the State Department of Education's Early Education and Support Division within 30 days.

Mandates annual reporting to the Legislature, State Department of Social Services, and State Department of Education demonstrating increases in child care enrollment and improved use of funds.
