Adds recovery houses operated by licensed community care facilities to inspection and enforcement provisions under the California Community Care Facilities Act.

Defines recovery houses subject to regulation as those owned, operated, or contracted by licensed facilities and functioning as integral components providing treatment services such as outpatient treatment, support meetings, or drug testing.

Exemption does not apply when a community care facility operates recovery houses serving more than six persons combined.

Excludes recovery houses from state reimbursement requirements for mandated local programs since any costs result from changes to criminal penalties.
