AB 85 Summary

• Expands the definition of "state body" under the Bagley-Keene Open Meeting Act to include advisory boards, commissions, committees, and similar multimember advisory bodies with 3 or more individuals created by formal action of a state body.

• Requires advisory bodies to be open and public meetings subject to the Open Meeting Act's requirements and exceptions.

• Excludes from the expanded definition boards or commissions where a state body member serves in official capacity as a representative and the body is funded in whole or in part by the state body, whether organized by the state body or a private corporation.

• Takes effect immediately as an urgency statute to avoid litigation and ensure public access to meetings pursuant to the California Constitution.
