Expands sexual battery (Penal Code Section 243.4) to include touching an intimate part of another person by a professional providing services that entail access to the victim's body, when the touching is against the victim's will and for sexual arousal, gratification, or abuse.

Adds sexual assault provisions to rape (Section 261), sodomy (Section 286), oral copulation (Section 288a), and sexual penetration (Section 289) when committed by a professional while performing services that entail access to the victim's body and the act is against the victim's will.

Establishes punishment of 2, 3, or 4 years in state prison for sexual battery violations and 3, 6, or 8 years for rape, sodomy, oral copulation, and sexual penetration violations when committed by professionals in this manner.

Specifies that no state reimbursement is required for local agencies or school districts because the act creates new crimes or changes penalties and definitions within existing statutory frameworks.
