Replaces State Department of Health Care Services with State Department of Public Health in biological control organism approval process for pest and disease management.

Clarifies that department licensing authority applies to divisions, offices, and other entities within the Department of Food and Agriculture, and allows 2-year license renewal with fees up to twice the annual statutory amount.

Adds cultivated mushrooms and herbs to the prohibited items that certified farmers' market operators cannot sell in adjacent or contiguous sales areas.

Requires producers of fruits, vegetables, nuts, herbs, and similar crops to submit annual crop information to the county agricultural commissioner's office when obtaining or renewing certified producer certificates.

Removes the "reasonable" standard from reimbursement requirement for the California Citrus Pest and Disease Prevention Committee, requiring full reimbursement of all expenditures incurred by the Secretary of Food and Agriculture.
