Authorizes public transportation agencies to impose civil administrative penalties for fare evasion and passenger misconduct instead of criminal penalties, with procedures for initial review and administrative hearings.

Requires notices of fare evasion or passenger conduct violations to include a printed statement warning that persons may be charged with an infraction or misdemeanor if they fail to pay the administrative penalty when due or complete the administrative process.

Permits criminal charges (infraction or misdemeanor) under Penal Code Section 640 against persons who fail to pay administrative penalties or successfully complete the civil administrative process.

Requires the processing agency to dismiss the original notice and cease collection attempts if a person is charged with a criminal offense, and mandates personal service of a new notice setting forth the criminal violation.

Creates a state-mandated local program with no state reimbursement required, and establishes reporting requirements to legislative committees at two and five years after ordinance enactment.
