Mandates state agencies adopt, amend, or repeal identified regulations through proper administrative procedures and hold at least one noticed public hearing for public comment.

Requires agencies to notify legislative policy and fiscal committees at least 30 days before initiating regulatory changes and submit compliance reports to the Governor and Legislature.

Establishes special procedures for agencies listed in Section 12800 to coordinate with internal departments, boards, and units regarding overlapping or inconsistent regulations, with 90-day advance notification requirements.

Chapter expires January 1, 2020 unless extended by later statute; declared an urgency statute to take effect immediately.
