Requires the Director of Consumer Affairs to adopt regulations by January 1, 2018, defining "minor services" excluded from automotive repair licensing requirements.

Until January 1, 2018, includes installation of propulsive batteries in the definition of "repair of motor vehicles" requiring dealer registration.

Effective January 1, 2018, redefines "repair of motor vehicles" and "automotive technician" to reference regulatory definitions of minor services and exclude "roadside services" performed by motor clubs and certain tow truck operators.

Specifies that changing propulsive batteries shall not be classified as a minor service and therefore requires automotive repair dealer licensing.

Regulations defining "minor services" adopted before January 1, 2018, continue in effect after that date unless amended or repealed by the director.
