Applies the Dills Act collective bargaining framework to Judicial Council employees, excluding managerial, supervisory, confidential, and designated excluded employees.

Designates the Administrative Director of the Courts (with Judicial Council chairperson authorization) as the employer representative for bargaining purposes, replacing the Governor's role for Judicial Council matters.

Prohibits the Public Employment Relations Board from including Judicial Council employees in bargaining units with employees from other state agencies.

Grants the Judicial Council sole authority to designate excluded positions, with a cap that exempted positions cannot exceed one-third of total authorized Judicial Council positions per the Department of Finance Salaries and Wages Supplement.

Excludes judicial officers and employees of the Supreme Court, courts of appeal, and Habeas Corpus Resource Center from the definition of employee eligible for collective bargaining coverage.
