Repeals prohibition on using Assembly-generated television signals for political or commercial purposes, including campaign use or ballot proposition campaigns.

Places all legislative information made available by the Legislative Counsel to the public in the public domain, including bill text in all forms (amended, enrolled, and chaptered).

Establishes that the State of California retains no copyright or other proprietary interest in legislative information made publicly available by the Legislative Counsel.

Takes effect immediately as an urgency statute to ensure prompt public access to and use of Assembly television signals and legislative information.
