Deletes requirement that former guardians or adoptive parents stop receiving aid before a juvenile court can resume dependency jurisdiction over nonminor former dependents (ages 18-21) to extend foster care benefits.

Requires the State Department of Social Services to define "ongoing support" by July 1, 2017 for purposes of determining when guardians or adoptive parents no longer provide support to nonminors.

Changes eligibility criteria to require nonminor former dependents be only "eligible for" AFDC-FC (Aid to Families with Dependent Children-Foster Care) rather than "receiving" AFDC-FC to continue receiving aid.

Applies to nonminor former dependents receiving Kin-GAP (Kinship Guardianship Assistance Payment), adoption assistance payments, or AFDC-FC benefits who are ages 18-21 and whose guardians or adoptive parents have died or no longer provide ongoing support.

Specifies no state reimbursement is required for costs that are part of existing 2011 Realignment programs or for which the state has already provided funding.
