Requires pupils eligible for free or reduced-price meals, or attending schools in the Community Eligibility Option, to receive free transportation to and from school if they live more than one-half mile away or travel through unsafe neighborhoods.

Mandates each local educational agency designate a liaison to develop and implement a transportation plan in consultation with teachers, administrators, transit authorities, parents, pupils, and other stakeholders.

Requires the liaison to be trained to identify and accommodate the special needs of homeless youth and pupils in CalWORKs assistance units.

Requires local educational agencies to provide free transportation using existing funds if dependable and timely free transportation is not otherwise available.

Constitutes a state-mandated local program; requires reimbursement to local agencies and school districts by the state if the Commission on State Mandates determines the bill imposes costs mandated by the state.
