Permits persons between 18 and 21 years of age to work in licensed gambling establishments in job classifications that provide services on and off the gaming floor but do not involve dealing, floor personnel duties, or participation in controlled games.

Allows persons between 18 and 21 years of age to enter gambling establishment premises in accordance with employment provisions under Section 19911, in addition to existing exceptions for dining areas, restrooms, entertainment rooms, and designated pathways.

Removes previous exemption language that excluded lawful technologies and software used by licensed gambling enterprises from unfair business practice regulations related to contests and sweepstakes.

Maintains prohibition on persons under 21 years of age from working as dealers, floor personnel, or in classifications exclusively involving gaming floor work.
