Requires the State Air Resources Board to establish the Clean Reused Vehicle Rebate Project by July 1, 2017, as part of the Air Quality Improvement Program to provide rebates for eligible used zero-emission vehicles.

Provides rebates up to $1,800 for acquisition of eligible used vehicles from licensed dealers, replacement or refurbishment of batteries and related components, or extended service warranties for unexpected repairs.

Limits rebates to low- and moderate-income consumers residing in disadvantaged communities, with additional geographic restrictions for vehicle acquisition rebates in counties receiving less than 2 percent of Clean Vehicle Rebate Project rebates or in nonattainment air quality districts.

Requires coordination with existing programs including the Clean Vehicle Rebate Project, enhanced fleet modernization program, and Charge Ahead California Initiative to improve outreach, financing mechanisms, and participation rates.

Mandates establishment of safeguards against fraudulent activity by sellers and acquirers, including practices that could prevent eligible consumers from benefiting from the rebates.
