Authorizes the Superintendent of Public Instruction to certify regional occupational centers, county offices of education, and adult education programs to provide post-secondary education programs for adult students seeking gainful employment in recognized occupations.

Allows certified programs to participate in federal student financial aid programs authorized under Title IV of the Higher Education Act of 1965.

Requires applicant programs to satisfy all applicable federal eligibility requirements under Sections 600.6, 600.7, and 600.9 of Title 34 of the Code of Federal Regulations and submit written applications to the Superintendent.

Establishes procedures allowing complaints under California's Uniform Complaint Procedures regarding violations of federal or state law by adult education programs, regional occupational centers, or county offices of education participating in Title IV financial assistance programs.

Takes effect immediately as an urgency statute to enable career training programs to meet federal requirements for student aid participation at the earliest possible time.
