Revises the weekly benefit formula for unemployment insurance disability and family temporary disability insurance for periods of disability from January 1, 2018 through December 31, 2021, establishing a $50 minimum weekly benefit and increasing wage replacement rates to 70% for lower-wage workers and 60% for higher-wage workers, with a cap at the maximum workers' compensation temporary disability indemnity weekly benefit amount.

Eliminates the 7-day waiting period for family temporary disability insurance benefits effective January 1, 2018, allowing immediate benefit payments to eligible workers caring for family members or bonding with newborns or newly adopted children.

Requires the Employment Development Department to report by July 1, 2017 on options to reduce, eliminate, or modify the waiting period for disability insurance benefits.

Requires the Employment Development Department to submit a report by March 1, 2021 on utilization, costs, and contribution rates for paid family leave and disability insurance, including projections through 2024.

Makes an appropriation from the Unemployment Compensation Disability Fund to support increased benefit payments.
