Requires the Department of Parks and Recreation to apply for a specialized license plate program featuring officially licensed logos, emblems, or trademarks from California professional sports franchises upon entering a memorandum of understanding with a franchise.

Authorizes the Department of Parks and Recreation to increase fees for issuance, renewal, or transfer of these specialized license plates beyond standard amounts prescribed in existing law.

Creates the California State Parks Account in the Specialized License Plate Fund to receive revenue for local parks and recreation grant programs, upon legislative appropriation to the California State Parks Office of Grants and Local Services.

Creates the California Professional Sports Franchise Nonprofit Organization Account in the Specialized License Plate Fund with subaccounts for each participating franchise to receive revenue for charitable purposes of the associated nonprofit organization, upon legislative appropriation.

Establishes a fee distribution formula where the department deducts administrative costs first, then splits remaining fees 50/50 between the two accounts if increased fees exceed twice the standard amount, or directs increased fees to the nonprofit account if increases are minimal.
