AB 934 Summary

• Amends Government Code Section 3543.2 to require public school employers and exclusive representatives to meet and negotiate procedures for disciplinary action including dismissal based solely on unprofessional conduct or unsatisfactory performance of certificated employees.

• Modifies negotiation requirements so that causes and procedures for disciplinary action other than dismissal (including suspension of pay up to 15 days) remain subject to mandatory negotiation, while dismissal procedures are negotiable only when based on unprofessional conduct or unsatisfactory performance.

• Provides that if the Commission on State Mandates determines the act creates state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
