Authorizes the Department of Water Resources to provide funding up to $7 million for the Reverse Flow Pump-back Facilities on the Friant-Kern Canal Restoration Project, subject to legislative appropriation.

Limits state funding to a maximum of 80 percent of the total project cost, requiring non-state cost-sharing for the remaining balance.

Makes the project eligible for funding only after feasibility studies are complete, draft environmental impact reports are available for public review, and commitments are secured for at least 75 percent of the non-state cost-share requirement.

Requires any funded project to comply with all applicable state and federal law provisions.
