Authorizes county jail imprisonment instead of state prison for felony possession of cocaine, heroin, methamphetamine, or phencyclidine while armed with a loaded, operable firearm, with sentences of 2, 3, or 4 years.

Requires that the 3, 4, or 5-year enhancement for personally carrying a firearm during controlled substance offenses be served in state prison rather than county jail.

Prohibits diversion or deferred entry of judgment for persons convicted under this section.

Allows courts to strike the firearm enhancement in unusual cases where interests of justice would be served, with written explanation required.

Provides no state reimbursement to local agencies or school districts as the changes only modify penalties for existing crimes.
