Defines "water supplies" as the purchase and installation of water storage tanks, associated plumbing, and water deliveries for drinking and sanitation purposes.

Establishes income thresholds to determine property owner eligibility, with assistance available to those exceeding thresholds if they agree to reimburse full costs or accept a loan at no more than 1 percent interest.

Requires repayment methods and periods to be consistent with the property owner's ability to repay, and permits property owners to decline assistance without penalty.

Requires recipients of assistance to agree to hold the state harmless from damages resulting from that assistance.
