Requires the State Department of Social Services to program its Case Management Information and Payroll System (CMIPS) to receive payments from managed care health plans for personal care services and related domestic services authorized outside of standard IHSS hours.

Mandates CMIPS to issue separate payroll checks to providers for personal care service hours authorized by managed care health plans, distinct from wages for standard IHSS-authorized hours.

Requires the system to track and differentiate between IHSS-authorized hours and managed care health plan-authorized hours to enable plans to monitor the effect of providing additional benefits.

Maintains existing policy responsibilities with the State Department of Social Services and State Department of Health Care Services regarding IHSS/PCSP administration and oversight.
