Establishes a pilot program in Fresno, Kings, and Madera counties (until January 1, 2020) to exempt certain farm vehicles from vehicle registration if they operate exclusively between parts of a farm or between farms for no more than 20 air miles.

Requires pilot program participants to obtain a special identification plate, carrier identification number from California Highway Patrol, motor carrier permit, and enroll in the Department of Motor Vehicles pull-notice system for driver records.

Mandates that operators of vehicles in the pilot program possess a valid driver's license for the applicable vehicle type.

Requires the Department of California Highway Patrol and Department of Motor Vehicles to report to the Legislature by July 1, 2018, on program enrollment, registration funding loss, collisions, enforcement issues, and safety concerns.

Exempts agricultural vehicles from motor carrier safety inspection requirements under the Basic Inspection of Terminals (BIT) program.
