Requires loans from transportation funds to the General Fund with repayment dates of January 1, 2019 or later to be repaid by December 31, 2018.

Repeals provisions that transferred weight fee revenues to the Transportation Debt Service Fund for bond debt service payments and General Fund loans, thereby retaining these revenues in the State Highway Account.

Reallocates fuel excise tax revenues derived from 2010 tax increases to be split 44% to State Transportation Improvement Program, 12% to State Highway Operation and Protection Program, and 44% to city and county streets and roads, removing prior reimbursement obligations.

Eliminates the requirement to transfer certain State Highway Account revenues to the Transportation Debt Service Fund, allowing these revenues to be used for any transportation purpose upon legislative appropriation.
