Prohibits state entities from paying extra compensation to contractors on megainfrastructure projects until the project is completed and an independent third party verifies it meets all architectural, engineering, and safety specifications

Applies only to megainfrastructure projects exceeding $1 billion in cost related to the Governor's June 16, 2015 extraordinary session proclamation on project delivery efficiencies

Defines "extra compensation" as compensation authorized under existing Section 7101 of the Public Contract Code for cost reduction changes

Applies to contracts entered into or amended on or after the bill's effective date

Excludes the Legislature, courts, judicial branch agencies, and the University of California from the definition of "state entity"
