Requires LACMTA to cooperate with the Department of Transportation for projects on state highways and ensure compliance with state transportation standards.

Permits private entities to own facilities for up to 35 years, with ownership reverting to a governmental agency at no cost when the agreement ends.

Authorizes LACMTA to issue bonds to finance project costs, with revenues from tolls and user fees serving as repayment sources.
