Reduces the continuous appropriation to the Strategic Growth Council for the Affordable Housing and Sustainable Communities Program from 20% to 10% of annual Greenhouse Gas Reduction Fund proceeds.

Beginning in fiscal year 2016-17, establishes a new continuous appropriation of 50% of annual fund proceeds: 25% to the Department of Transportation for state highway maintenance and operation, and 25% to cities and counties for local street and road purposes.

Maintains existing appropriations of 10% for transit programs, 5% for low-carbon transit operations, and 25% for high-speed rail projects.

Establishes in statute that highway maintenance and rehabilitation investments reduce congestion, improve fuel efficiency, and achieve greenhouse gas emission reductions.
