Continuously appropriates 25% of annual Greenhouse Gas Reduction Fund proceeds beginning in the 2016-17 fiscal year to the State Highway Account for state highway operation and protection program projects.

Requires these highway funding appropriations to comply with the state highway operation and protection program mandated by Section 14526.5 of the Government Code.

Maintains existing continuous appropriations of 35% for transit, affordable housing, and sustainable communities programs, and 25% for high-speed rail projects.

Finds that investments in state highway maintenance and rehabilitation reduce congestion and improve fuel efficiency, thereby reducing greenhouse gas emissions.
