Extends indefinitely the authorization for the Department of Transportation and regional transportation agencies to enter into public-private partnerships (comprehensive development lease agreements) for transportation projects, removing the January 1, 2017 sunset date.

Adds the Santa Clara Valley Transportation Authority to the definition of "regional transportation agency," allowing it to enter into public-private partnerships for transportation projects.

Authorizes contracting entities to charge tolls and user fees, which must be applied to capital costs, operations, debt service, and a reasonable return on investment, with excess revenues going to debt repayment, project improvements, or the State Highway Account.

Requires projects to undergo California Transportation Commission review, meet specific performance objectives (mobility improvements, safety, air quality benefits), and be submitted to the Legislature for a 60-day review period before final execution.

Makes technical corrections to cross-references and removes obsolete language related to the 2009-10 legislative session regarding design-build procurement requirements under the Public Contract Code.
