Continuously appropriates $685,000,000 from the General Fund without regard to fiscal years

Allocates 50% ($342,500,000) to the Department of Transportation for state highway system maintenance or the state highway operation and protection program

Allocates 50% ($342,500,000) to the Controller for distribution to cities and counties using the formula in Streets and Highways Code Section 2103 for street and road purposes
