Removes the 10-project limit on design-build procurement for the California Department of Transportation, allowing unlimited projects on the state highway system based on best value or lowest responsible bid.

Requires the Department of Transportation to contract with consultants to perform construction inspection services instead of performing those services with department employees.

Repeals Section 91.2 of the Streets and Highways Code, which previously mandated department employee performance of construction inspection services on design-build projects on or interfacing with the state highway system.

Maintains the chapter's sunset date of January 1, 2024, and ensures that existing design-build contracts remain valid after the chapter's repeal.

Exempts the state from reimbursement obligations to local agencies and school districts, citing the creation of new crimes related to expanded design-build procurement requirements.
