Increases continuous appropriations from the Greenhouse Gas Reduction Fund from 10% to 20% for the Transit and Intercity Rail Capital Program.

Increases continuous appropriations from the Greenhouse Gas Reduction Fund from 5% to 10% for the Low Carbon Transit Operations Program.

Increases overall allocation to transit, affordable housing, and sustainable communities programs from 35% to 50% of annual fund proceeds beginning in the 2015-16 fiscal year.

Maintains 25% of annual proceeds for the High-Speed Rail Authority for initial operating segment and Phase I Blended System components including acquisition, construction, environmental review, and design costs.

Requires a majority vote to pass and makes an appropriation from the state budget.
