Requires the California Department of Transportation to restore the third eastbound lane on State Highway Route 580 across the Richmond-San Rafael Bridge to automobile traffic by September 30, 2015, extending from Marin County to Marine Street in Contra Costa County.

Mandates conversion of the existing one-way bicycle lane on the north side of westbound State Highway Route 580 (from Marine Street interchange to Stenmark Drive and toll plaza) into a bidirectional bicycle and pedestrian lane.

Requires the department to maintain temporary lanes until completion of the Richmond-San Rafael Bridge Access Improvement Project (RTP ID 240758) or until construction for that project necessitates removal.

Directs the department to conduct engineering analysis to determine safe maximum speeds for the restored eastbound lane and implement appropriate warning devices if speeds must be reduced below current limits.

Declares the bill an urgency statute effective immediately to address traffic flow improvements and environmental impacts from eastbound bridge congestion.
