Authorizes the Legislature to reallocate or reassign all or a portion of Public Utilities Commission functions to other state agencies, departments, boards, or entities after the measure's enactment.

Requires the Legislature to adopt structures that provide greater accountability for public utilities and direct regulatory efforts toward safety, reliability, ratesetting, and greenhouse gas emission reduction programs.

Repeals the California Constitution's provisions pertaining to the Public Utilities Commission effective January 1, 2019, while preserving the validity of statutes enacted under the former constitutional framework.

Specifies that any reallocation of PUC functions must advance consumer protection, public health, environmental protection, transparency, public access, and third-party advocacy rights.

Requires a two-thirds vote in both houses of the Legislature for passage as a constitutional amendment.
